Toshao Moses Isaacs collected the cheque on behalf of the Village from the Permanent Secretary, Nigel Dharamlall at the Ministry of Amerindian Affairs, Thomas and Quamina Streets.  The money will be used for the construction of a village rest house. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Taushida is a small Amerindian Village located in the Karasbai sub –district. The village has a population of 290 persons. The project is expected to complement ongoing tourism activities in the village. The minibus will be used mainly to transport children.&lt;br /&gt;&lt;br /&gt;“The Moruca sub-region is fast becoming a township in its own right; it is taking on a township pattern now…when I was there in December I was told that there is a count of 62 vehicles,” Minister Sukhai said at the hand over at the Ministry of Amerindian Affairs.&lt;br /&gt;&lt;br /&gt;Benjamin expressed appreciation for the gesture and other forms of assistance from government over the years. However, from time to time there have been issues on how fast the improvement is taking place and how the road is standing up in some areas.” &lt;br /&gt;&lt;br /&gt;Meanwhile immediately after, the Ministry handed over a 40 -horsepower outdoor engine to Sebai village, region 1. Toshao Herbie Campbell received the equipment valued $1.2M.  To complement the engine, a boat is being constructed. type='text'>South Rupununi villages get $5M transport boost from Amerindian Ministry</title><content type='html'>The Ministry of Amerindian Affairs on January 13, 2011 handed over one Nissan Frontier vehicle to the villages of South Central Rupununi at the Ministry of Amerindian Affairs.  &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The vehicle, procured at the cost of over $5M will be used for health purposes and will benefit the villages of Katoonarib, Sawariwau, Rupunau, Potarinau, Shulinab, Parikwarinau and Sand Creek.  &lt;br /&gt;&lt;br /&gt;&lt;center&gt;&lt;img border="0" 2011&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The Amerindian Affairs Ministry has held another community outreach, this time to Kaikan, Region Seven where Minister Pauline Sukhai and National Toshao Council (NTC) Chairperson Yvonne Pearson and other officials from the Ministry met with the community to discuss issues of concerns related to land demarcation, water and health among others. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Minister Sukhai engaged residents in discussions about their decision not to accept land demarcation since that community has been pushing for ownership of what they refer to as their traditional lands.&lt;br /&gt;&lt;br /&gt;&lt;center&gt;&lt;img border="0" height="267" She urged them to build partnerships and relations with other organizations which could help in advancing their development plans.&lt;br /&gt;&lt;br /&gt;NTC Chair Yvonne Pearson highlighted the development and progress which Amerindians have been benefiting from over the years. &lt;br /&gt;&lt;br /&gt;She reflected on the period in Guyana’s history when Amerindians were neglected. Today, they are represented at every level, both nationally and internationally, Pearson said.&lt;br /&gt;&lt;br /&gt;Citing the Indigenous People’s Commission (IPC), the NTC and the United Nations Permanent Forum on Indigenous Issues (UNFPII) and the Ministry of Amerindian Affairs, Pearson stated that these bodies represent Government’s interest in protecting and preserving the rights of Guyana’s indigenous peoples.&lt;br /&gt;&lt;br /&gt;She made further reference to Amerindians having absolute ownership of the land that they occupy instead of user rights which is what other countries grant to their indigenous peoples. &lt;br /&gt;&lt;br /&gt;&lt;center&gt;&lt;br /&gt;&lt;img border="0" height="267" src="http://4.bp.blogspot.com/-6A76e9On1aw/TqGLECTcPQI/AAAAAAAAAGU/V93eSBtpr_0/s400/2.jpg" width="400" /&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt; The newly built Kaikan Primary school and teachers’ quarters.&lt;/b&gt;&lt;br /&gt;&lt;/center&gt;&lt;br /&gt;&lt;br /&gt;In this regard, the NTC Chair noted the changes that have taken place in Guyana over the years to the extent that the country is now made up of six peoples who are all Guyanese and have equal rights to the country’s resources. &lt;br /&gt;&lt;br /&gt;She added that although Amerindians are recognized as the first people, they are not the only people and therefore, “it is not fair for one people to own half of the country’s land” when one takes into consideration the other five peoples,” she stated.  &lt;br /&gt;&lt;br /&gt;Meanwhile, Minister Sukhai reaffirmed that Government’s intention is to strengthen Amerindians’ land tenure and has completed demarcation of 77 communities in 15 years with limited financial resources. A sum of $20,000 was presented to each affected farmer and household, particularly those who were severely affected. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;During the start of the recovery, emphasis was placed on food availability and food production. This ensures Amerindians’ heritage is not lost but, transferred throughout the generations.&lt;br /&gt;&lt;br /&gt;While in discussions with the villagers, Minister Sukhai highlighted the progress on several programmes that will also be of benefit including the electrification programme, One Laptop Per Family (OLPF), and presidential grants, with particular focus on promoting tourism. &lt;br /&gt;&lt;br /&gt;With regards to the hinterland electrification programme, Minister Sukhai noted that currently the technicians from the various communities have completed their training sessions, and the 11,000 solar panels are expected to arrive in Guyana shortly. She added that the 65 - watt solar panels allow for more to be done in the communities while students will have adequate lighting to study.&lt;br /&gt;&lt;br /&gt;The Amerindian Affairs Minister indicated that the OPLF unit is close to realizing this initiative particularly since the contract for the laptops has already been approved. In the semi-finals, Region Nine defeated Region Seven, 1-0 while Region Eight also advanced to the finals following a disqualification of the Region One team. The male Football champions were awarded cash prize of $300,000 and one trophy sponsored by Digicel Guyana Inc. and the Ministry of Amerindian Affairs.&lt;br /&gt;&lt;br /&gt;&lt;center&gt;&lt;img border="0" height="266" src="http://2.bp.blogspot.com/-EqkFw0vgQYk/TnisvQEG5uI/AAAAAAAAAFQ/itCdBskbAZc/s400/8.jpg" width="400" /&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Minister of Amerindian Affairs Pauline Sukhai with Female Heritage Cricket Champions, Laluni. &lt;/b&gt;&lt;/center&gt;&lt;br /&gt;&lt;br /&gt;In the Female football match, Region Four romped off with the title after nipping Region Nine, 2-0, in the 90-minute final. In the third place match, Bartica, dislodged Kako of Region Seven. A cash prize of $200,000 and a trophy were awarded to the champions, complements of General Equipment (Genequip) and the Ministry of Amerindian Affairs.  The most valuable players (MVP) were awarded $10,000 each.&lt;br /&gt;&lt;br /&gt;In the Male Volleyball finals, Region 9 defeated Region 1 by 2 games to 1. In the semi-finals, the jubilant Region Nine defeated Region Six by, 2-0 as Region 1 eliminated Region 4, 2-0. Meanwhile, the Region 9 female netters overwhelmed Region Six, 2-0, to bag the title. In the semi-finals Region 9 overthrew   Region 7 with a 2-0 score, while Region 6 conquered Region 2. The Santa Mission beauty, who is currently a final year medical student at the University of Guyana, chose the platform of “Cervical Cancer”. The intelligent Miss Samuels answered her question with confidence which sent the audience in loud cheers and applause.&lt;br /&gt;&lt;br /&gt;Miss Treasure James of Region 1, was adjudged, First runner up. She was also awarded the best Evening Gown prize and shared the personality award with Miss Gulene Salty of Region Nine. The Region One beauty was followed by Miss Aneece Hicks, of Region 10. Miss Hicks likewise romped off with the best platform “Alcohol Abuse in Amerindian communities” and Most Photogenic. Miss Devika Lopes of Region Five swept the Third runner up trophy.&lt;br /&gt;&lt;br /&gt;Best Traditional wear was given to Miss Azoni Clement of Region Seven whose unique costume depicted the wealth, prosperity and strength of Region Seven. The Most Disciplined award along with “Miss Congeniality” which was chosen by the Delegates went to Miss Joyce Paul of Region Eight, while the best Introduction went to Miss Neisha Vantrompe of Region Six who was very impressive.  &lt;br /&gt;&lt;br /&gt;Before the curtains came down, Miss Nandanie Jerry, of Region Seven, the 2009 Miss Amerindian Heritage Queen gracefully took her final walk on stage as she narrated her experience as the Queen. The project will be implemented at a cost of US$3M.&lt;br /&gt;&lt;br /&gt;Cabinet – the council of ministers chaired by the President – had approved the procurement of up to 11,000 65W Solar Home Systems under the Hinterland Electrification Programme.&lt;br /&gt;Recently the Ministry of Amerindian Affairs distributed 574 solar panels to 16 Amerindian communities in Regions One, Two and Nine. &lt;br /&gt;&lt;br /&gt;The Amerindian Affairs Ministry was tasked over the last year with distributing 1,000 (15-watt) solar panels to 23 communities and these 16 areas are the first beneficiaries. &lt;br /&gt;&lt;br /&gt;President Jagdeo has been touting the Information Communication Technology (ICT) sector as one with immense potential to generate greater disposable income and lead to the creation of thousands of jobs.&lt;br /&gt;&lt;br /&gt;In April of 2011 laptops were included in the Ministry of Amerindian Affairs’ assistance package to Toshaos in over 20 Amerindian communities in the Rupununi, Region Nine while in July of that year, eight hinterland scholarship students housed in the Hinterland Students Dormitory at Liliendaal, received laptops from the OLPF Secretariat as part of a school based pilot project.&lt;br /&gt;&lt;br /&gt;The beneficiaries were given the computers with the understanding that they will train other members of their household and their respective communities during the August vacation.&lt;br /&gt;The Hinterland Students Dormitory is itself internet ready as it was outfitted with a computer room with free internet access, compliments Hinterland Electrification Unit of the Office of the Prime Minister dealing with installation and maintenance of the 65-Watt solar systems which will be distributed as soon as training for all stakeholders concludes.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;&lt;br /&gt;&lt;CENTER&gt;&lt;img border="0" height="300" width="400" villages and clusters to spearhead the installation of the solar home systems, which includes installing the panel itself on the outer part of the building and switches and bulbs internally.       &lt;br /&gt;&lt;br /&gt;The solar home system which provides each home with power for lighting small household appliances and to generate income, is part of government’s initiative to improve the 2011&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The recently launched 24-hour learning channel that revolutionizes the way education is delivered across the country will be received in Amerindian communities within one month President Bharrat Jagdeo assured.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The National Centre for Education Resource Development (NCERD) had initially identified July to begin broadcasting programmes in Amerindian communities but officials gave the next month or two as the new timeline to President Jagdeo.&lt;br /&gt;&lt;br /&gt;“The kids, whether you live in Aishalton or Paramakatoi or any part of the country, can see the remedial math lessons, science, english and all of the other programmes now run on the learning channel that we just established,” President Jagdeo said at the opening of Amerindian Heritage Month 2011 on September 1.&lt;br /&gt;&lt;br /&gt;The station was established at a cost of just under US$1M which covered the cost of the infrastructure while additional sums were spent on the content that is being aired on a 24-hour basis. &lt;br /&gt;&lt;br /&gt;Apart from content focusing on the school curriculum, the channel also airs special programmes with pertinent information on HIV/AIDS, maternal health, diabetes, hypertension, road safety and other such issues.&lt;br /&gt;&lt;br /&gt;The Head of State had given the assurance at the launch of the channel earlier this year that it will be one with a difference giving no space for politics since Guyanese “need one channel with a break from politics.”&lt;br /&gt;&lt;br /&gt;“What we are launching today is not just a television station that will broadcast educational content, we are launching an industry that will provide opportunities for our people and will see the delivery of educational material being revolutionised and hopefully will lead to a much more educated population,” President Jagdeo said at the April 1 launching.&lt;br /&gt;&lt;br /&gt;Enthusiasm is high about the channel augmenting the plan to familiarise Guyanese with computers when 90,000 families receive laptops under the One Laptop Per Family (OLPF) programme.&lt;br /&gt;&lt;br /&gt;It is said that the learning channel can broadcast content on the use of the basics of computer usage simultaneously to the OLPF learning hubs which will be established in various communities for residents to access basic computer skills.&lt;br /&gt;&lt;br /&gt;Speaking at the launch of the learning channel, President Jagdeo had expressed the view that the capacity to generate content that is country specific, continuous and of a good quality may be challenging but, at the same time, this may provide an opportunity for persons who may be interested in producing content for television.&lt;br /&gt;&lt;br /&gt;The learning channel is a satellite broadcast system with content targeting to a primary and secondary audience of pre-schoolers, kindergartners, primary and secondary school students, early school leavers, life-long learners, parents, educators, farmers and other individuals interested in instructional education programmes in their preferred area of first people, the Amerindians will continue, President Bharrat Jagdeo told a large gathering at the grand launch of Amerindian Heritage Month 2011.  &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br I have seen how from a handful of people at the first one, how this has grown in numbers and also in diversity to people of every race, religion now come and share this wonderful culture, … there is greater understanding and tolerance of people … and a greater recognition particularly among our young people, that these things belong to all of us, because they were imparted to us by our held National Toshaos Council meeting and how important the deliberations are to Amerindians’ development.&lt;br /&gt;&lt;br /&gt;‘These leaders themselves have lead a process to create a national development strategy for each village, to transform the village economy for each of those villages and, there is a commitment on the part of the government that we will fund those strategies and we have already started doing so, we promised that the funds that we earn from abroad from the LCDS and the REDD+ mechanism at least a significant part will go to those communities,” he said.&lt;br /&gt;&lt;br /&gt;President Jagdeo reminded that two years ago, villages were promised solar panels and now that promise is about to be fulfilled as maybe in another month or so 11, 000 homes will President Jagdeo indicated that about $2B is being pumped into connecting Regions 8 and 9 and that work has already started.&lt;/b&gt;&lt;/center&gt;&lt;br /&gt;&lt;br /&gt;This road link will ensure that all the Region 8 products can be transported to the City by vehicles which will preclude the prohibitive cost to fly them in.&lt;br /&gt;&lt;br /&gt;Goods from the coast can then be taken right into those communities, not only reducing the cost of living but opening up huge opportunities for all of those Region 8 communities and residents can return to producing potatoes and onions.   &lt;br /&gt;&lt;br /&gt;In Region there is a similar story as in the three sub districts, the roads are being done.  “Baramita has been connected, a village that lives in isolation, we now have schools and a lot of public buildings have been connected now for the first time by road, road access, making a big difference in their life.”&lt;br /&gt;&lt;br /&gt;Soon the National Education Channel will hit all across the country, including in the interior areas.&lt;br /&gt;&lt;br /&gt;With respect to the land issue, he said, “We have kept faith with the communities, the process is a bit slow but we are moving on it because largely because the funds to complete the demarcation exercise … are coming in a little slow, we were hoping to use some LCDS funds to accelerate this, that hope is still there but we are going to make sure that every community that works with us is satisfied.”&lt;br /&gt;&lt;br /&gt;&lt;center&gt;&lt;img border="0" height="265" universities. This President Jagdeo says causes Amerindian kids to look for a life beyond primary education.&lt;br /&gt;&lt;br /&gt;“So our record is very very strong and I will depart (office), this doesn’t happen because of Jagdeo, it has always been the PPPC’s agenda, so I have no fear that this will continue in the future, working to improve the life of Amerindian people. Our Amerindian brothers and sisters continue to play a big role in our development. Their sterling contributions in the areas of education, economic and social development, culture, health and human rights do not go unnoticed.&lt;br /&gt;&lt;br /&gt;Amerindians have a unique way of life, worthy of emulation. We recognise their contribution in keeping our forests intact especially that the effects of climate change are becoming more evident. &lt;br /&gt;&lt;br /&gt;Government of Guyana will continue to foster the agenda for Amerindian development through the formulation and implementation of policies and programmes that will help to alleviate poverty in Amerindian communities and also to foster the integration of Amerindians in the wider society without compromising their distinct culture.&lt;br /&gt;&lt;br /&gt;Guyana being a signatory to several international declarations and with the implementation of various pieces of legislations for the protection and promotion of Indigenous people, has seen over the years quantum leaps in Amerindian and hinterland development. Following the principles of free, prior and informed consent, we continue to invest significantly in their development. &lt;br /&gt;&lt;br /&gt;With increasing budgetary allocations, Amerindians today, in spite of their geographical locations have better access to an education through the construction of schools in the villages, granting of local and international scholarships for Amerindian students to pursue tertiary and secondary education in various disciplines and health care services via the construction of health centres in almost all the villages and trained Community Health Workers, doctors and other medical personnel. Additionally better road linkages and our investments in income generating projects have boosted the livelihoods of Amerindians. These include our investments in presidential Grants, National Hinterland Secure Livelihood, Land Demarcation and Titling, Hinterland Solar electrification, Road and Water Programmes, School Uniform and our soon to be implemented Community development Plans and Hinterland Housing pilot project are expected to significantly aid in the transformation of village development. &lt;br /&gt;&lt;br /&gt;The recently concluded National Toshaos Conference is evidence of our commitment to advancing the indigenous peoples rights to self determination. We believe in partnership with our people for development through community outreaches and dialogue at the highest level of decision making. As we continue o advance this trajectory path of growth, we are reminded of the challenges ahead.  Nevertheless, we take this opportunity to reinforce our position of fostering partnership with our indigenous population for our economic advancement.  Moreover, the establishment of the constitutional Indigenous Peoples Commission is a manifestation of the Government’s affirmation of the mandate to advance and protect the rights of all Indigenous peoples. &lt;br /&gt;&lt;br /&gt;Even as we celebrate the privileges and opportunities of our Amerindian brothers and sisters as Guyanese, who choose to integrate rather than isolate, to cooperate rather than be lackadaisical, to participate rather than depend, we join the struggle of other Indigenous Peoples in the world, in their continuous cause to fight for their lands, languages, and cultural identity that are being eroded and threatened by abuse, whim and caprice of unscrupulous people. Three students from Region Nine are currently attending Queen’s College from the 2010 batch.&lt;br /&gt;&lt;br /&gt;Among the top hinterland achievers for the 2010/2011 academic year are Shane Hendricks and  Hilton Reuben of President’s College who both averaged over 80 percent each term and Lisa Thakurdin and Ashalisa Insanally of Anna Regina Multilateral were consistent in their academic performance averaging more than 90 percent.&lt;br /&gt;&lt;br /&gt;In 2010, 50 students wrote 416 subjects at the Caribbean Secondary Education Certificate Examination (CSEC) and recorded 376 passes or 90.4 percent passes in grades 1 to 3. This figure reflected an increase from 38 students in 2009 who gained a pass rate of 87.8 percent in grades 1 to 3. &lt;br /&gt;&lt;br /&gt;Treasure James of Mabaruma, Region One was judged the best hinterland scholarship CSEC student with nine grades ones and one grade two.&lt;br /&gt;&lt;br /&gt;Tishanna Allicock of Mackenzie High School gained 10 subjects, Leroy Hendricks of Lethem and Central High School - 11 subjects, Liselle Robertson of North West Secondary – nine subjects, Nikasi Richards of Moruca Secondary -10 subjects, Lila Fredricks of 3-Mile Secondary - 10 subjects, Stephanie Brown of Waramadong Secondary - 10 subjects, Deli Savoury  of Anna Regina – eight subjects and Curtis Charles of St. Ignatius Secondary - eight subjects. &lt;br /&gt;&lt;br /&gt;The hinterland scholarship programme caters for students who gain 470 to 479 marks at the National Grade Six Assessment to be granted regional scholarships to attend schools in their regions and those with 480 and above are granted national scholarships to attend secondary schools in Georgetown. Government continues to invest in the construction of more secondary schools as well in Regions 1, 7, 8 and 9 to improve in the secondary aspect. Approximately 27, 643 students benefited in this regard.&lt;br /&gt;Secondary education &lt;br /&gt;&lt;br /&gt;Government continues to invest billions of dollars to expand secondary education to under-served areas by reconstructing and establishing schools in hinterland settlements. The nine winners were adjudged best in their respective categories out of  forty five (45) entries  from primary and secondary schools in Regions 1, 2, 3, 4, 5, 6, 8, and 10. &lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;Leonardo Abraham of Comenius Primary School Queenstown topped the 9-11 years old category while Rosana Bisnauth of Queens College garnered the first place in the 12-14 age groups as Veena Ramdat of St.  Joseph High School romped off with top honors in the 15 and above category. This will coincide with GuyExpo and according to Minister Sukhai, is another demonstration of how the government machinery works together for the good of all Guyanese. &lt;br /&gt;&lt;br /&gt;Heritage Village celebrations this year will be in Warimuri, Moruca, Region One, on September 10, Amerindian Heritage Day. The construction of a building in Imbotero will commence later this month to facilitate a crab fattening processing plant. The facility will enable the processing and preservation of frozen crab and crab meat.&lt;br /&gt;&lt;br /&gt;The crab meat will be well packaged but in the initial phase of the plant will be provided in shells. However, the project will be extended in the future to provide meat that will be packaged to meet local and international standards. &lt;br /&gt;&lt;br /&gt;Other plants to facilitate processing of cassava and ginger will begin shortly as part of the livelihood programme. Guyana is one of the three countries in the entire global community where Amerindians are given rights to land ownership. &lt;br /&gt;During a recent visit to Rivers’ View, Region Ten, Minister Sukhai said it was “a privilege that was conferred on the Amerindians by the People’s Progressive Party/Civic (PPP/C) Government.”&lt;br /&gt;&lt;br /&gt;Prior to 1992 only 74 villages were titled. This number has increased to 96 titled villages and 70 demarcated villages in less than a decade. Instead of informing the nation of the truth, Kaieteur News, as is customary to print half-truths and deceptive articles, reverted to sensationalism.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The article claims that Gilbert Thomas, a fifty-five year old man from Matthew’s Ridge, is alleging that he was not accepted at the Hostel because of the assertive stand he took months ago in revealing the advantage that is being taken on the occupants of the Hostel. &lt;br /&gt;&lt;br /&gt;The Ministry of Amerindian Affairs does not, and by any means indulges in victimization and discrimination of any person and more particularly Amerindians, in spite of their beliefs, religion, political association or creed. Any Amerindian who approaches the Ministry for assistance is paid due attention, since the Ministry has a mandate to protect and promote the social and economic welfare of Amerindians in a culturally compatible manner. &lt;br /&gt;&lt;br /&gt;It was further stated that the Newspaper tried to make contact with the Ministry but no one was available. It is not the fault of the Ministry if the relevant authorities are unavailable at the moment because of other important functions. However, the Ministry did make contact with the Editor-in-Chief of the Newspapers after to give a comment, but was told otherwise. This is a clear indication of the Newspaper attempt to smear the name of the Ministry and the Hostel and once again reflects the agenda of Kaieteur News.&lt;br /&gt;&lt;br /&gt;The Hostel is guided by a Hostel Management Plan which outlines the operations of the Institution. A person is refused entry to the in-patient facility based on a history of misconduct and inappropriate behaviour, without efforts to reform or adjust, is then deemed unfit and threatening to other patients at the Institution.&lt;br /&gt;The said individual has a track record of misconduct and inappropriate behaviour of which he was warned on several occasions. The report does not present substantiated data but from all appearances is based on anecdotal and speculative opinions. Whatever investigations or study of the issue of trafficking in persons and indigenous women most definitely were done through stereotyped lenses and this is highly objectionable. Therefore the credibility of the report is questionable. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The Ministry of Amerindian Affairs; the focal Ministry on indigenous development issues provides services that address the widest possible range of social issues faced by Amerindians. The ATVs will improve the transportation needs of goods and services of the Village as it will reduce the travel time from one point to another.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;i&gt;Parabara Toshao Ekufa Mewsha; Community Development Officer of North Pakaraimas; and Karisparu Toshao Felix Williams rev their ATVs.&lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Given the Region’s topography, the ATVs are best suited for the Regions. The total cost for the ATVs is approximately $9.8M and was funded by the Ministry’s 2010 Capital Programme. &lt;br /&gt;&lt;br /&gt;Toshao Williams noted that residents of his community travel by foot and aircraft which are not convenient at all times.  He stated that in cases of medical emergencies, the ATV will be easier to transport the sick to the aircraft and also goods to neighbouring markets. Williams expressed gratitude to the Ministry and President Bharrat Jagdeo for the ATV which will bring tremendous benefits to his community. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;i&gt;Permanent Secretary of Amerindian Affairs Nigel Dharamlall presents the ATVs to Parabara Toshao Ekufa Mawsha; Karisparu Toshao Felix Williams; and the Community Development Officer of North Pakaraimas Matheson William.&lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Matheson Williams indicated that the ATV will help him to expedite his tasks of assisting Amerindians in a timely manner. Kaieteur News in its effort to maintain a market for the Newspaper resorts to speculative reporting and disregards all the principles of journalism. This Daily has become like a poisonous arrow over the years and by its actions has exposed itself as the new opposition.  &lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The Ministry of Amerindian Affairs would like to clarify the circumstances, and misguided report by the Kaieteur News surrounding the death of Mrs. Evelyn Daniels, a 63 old Amerindian woman from Matthews Ridge, Region 1, at the Amerindian Hostel, Princess Street, Georgetown.&lt;br /&gt;&lt;br /&gt;It is alleged that on May 31, 2010, the now deceased Daniels was found inflicting fatal wounds to herself at the Amerindian Hostel. It must be noted that the staff of the Amerindian Hostel immediately rushed the patient to the Georgetown Public Hospital. Following with the same level of urgency the matter was reported to the police. The Ministry of Amerindian Affairs promptly responded to the emergency call of the Administrator of the Facility by dispatching a team consisting of the Permanent Secretary and two Project Officers. Internal findings by the team indicated suicide. On March 26, 2010, the Ministry of Amerindian Affairs handed over one complete solar system and sports gear to the Village of Kamana.&lt;br /&gt;&lt;span class="fullpost"&gt; &lt;br /&gt;Kamana, is a small Amerindian village located in Region 8. The Village has a population of 220 persons mainly of the Patamona nation.&lt;br /&gt;&lt;br /&gt;Handing over the equipment on behalf of the Ministry was Norman Whittaker, Liaison Officer to the Minister, while Mr. Derek Williams, Toshao of Kamana received the items on behalf of the village at the Ministry of Amerindian Affairs, Thomas and Quamina Streets, Georgetown.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The 130 watt solar system will be used to provide electricity to the community centre, while the sports gear will be distributed to the Villages of Kamana and Kurukabaru Youth Clubs. The sports gear included tennis, cricket, football and volley ball sets.&lt;br /&gt;&lt;br /&gt;The Toshao also collected his 2009 Presidential Grant of $1.2M which will be used by the Village to stock its village shop. A capital grant of $1.2M was also given to the Toshao for the construction of a Village Office. This is in keeping with the Ministry’s thrust to support and strengthen the level of governance and provide support for the development of income generation projects managed by the Amerindian communities.&lt;br /&gt;&lt;br /&gt;Toshao Williams expressed his appreciation saying that he is very grateful for the donation to the Village. Mashramani is an Amerindian word meaning celebration after hard work.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The celebrations saw 50 revelers from the Ministry marching down the streets of Georgetown making their way into the National Park, Georgetown as the joined thousands of participants from Government Ministries and Agencies, and the private sector.&lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://3.bp.blogspot.com/_dmOHVt4W7Sw/S4iCzOdsf6I/AAAAAAAAACE/fVf4QR-4JiU/s1600-h/MOAA+revellers+at+the+Mash+parade.JPG" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="257" src="http://3.bp.blogspot.com/_dmOHVt4W7Sw/S4iCzOdsf6I/AAAAAAAAACE/fVf4QR-4JiU/s320/MOAA+revellers+at+the+Mash+parade.JPG" width="320" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;The Float depicted climate change and its effects on the environment with the theme “The Forest Must Stay.” This was in keeping with the Low Carbon Development strategy (LCDS). &lt;br /&gt;&lt;br /&gt;The float signifies the unwavering support of the Ministry to the LCDS with its theme advocating the message that if there is no forest, there will be no breathable air and ultimately, the end of life. It is the Ministry’s strong statement on the urgent need to preserve our forest and therefore mitigate the effects of Climate Change. &lt;br /&gt;&lt;br /&gt;In front of the Float the world is visible and attached to it, a nose and leaves signifying the need for the world to breathe better with the preservation of the rain forest. On the left of the costume there was an illustration of global warming with the rapid melting of ice bergs by the rays of the sun depicted on the right side of the costume. This was an indication that world is getting hotter.&lt;br /&gt;&lt;br /&gt;The forest depicted at the back of the float stands behind three shields which symbolize protection of the forests. &lt;br /&gt;&lt;br /&gt;The costumes of the revelers represented a spectacular outfit utilizing the fusion of various materials, glitters and sequins. As part of a national outreach to have Amerindians registered, the six day outreach was conducted by the Ministry. Consultations with Villagers were also done for the development of Community Plans.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Project Officers, Shameza David and Julie Sookram and Social Workers, Sharon Henry and Juliet Kissoon from the Ministry conducted the outreach to the North Pakaraimas areas. The Community Development Officers and Toshaos of the Villages facilitated the process.  Birth certificate forms were filled out in the Regions to ensure that all required information are recorded, thus minimizing the chances of Certificates being returned for errors.&lt;br /&gt;&lt;br /&gt;The Ministry has been working closely with the General Registry Office (GRO) on the issue. Follow up will be done with the GRO to ensure that the birth certificates are returned to the communities within a month.&lt;br /&gt;&lt;br /&gt;Guyana has a population of about 70,000 Amerindians who live mostly in Hinterland Regions of the country. The issue of birth certificate registration of Amerindians is among the main agenda of the Ministry for this year. &lt;br /&gt;&lt;br /&gt;Consultations with Villagers in Paramaktoi and Monkey Mountain regarding their Community Development Plans were also conducted during the visit.&lt;br /&gt;&lt;br /&gt;All the Regions will be visited with 2 visits per Region. The next outreach is slated to commence on February 17-21, 2010 in Sub-Region 2, Region Eight. Communities to be visited include Micobie, Tumatumari, Campbell Town, Chenapau, Princeville and Karisparau.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Community Development Plans (CDPs)&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;During these outreach activities, the development of Community Development Plans will be discussed with the Toshaos, Village Councillors and Villagers. CDPs serve as a guideline for Village development. &lt;br /&gt;&lt;br /&gt;Amerindian communities are mandated by the Amerindian Act, 2006 to develop and implement CDPs. The Amerindian Affairs Ministry will be working closely with the Villages in this regard. The equipment will be used to advance the processing of cassava by the community to make cassava bread, farine and other cassava by-products.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Cassava is one of the main crops grown in the community and is a popular staple of the Amerindian diet. The Toshao had requested for the graters. He expressed thanks to the Ministry for meeting their needs and helping to advance agriculture in his community. These hampers were distributed during the period December 29, 2009 to January 4, 2010 by Projects Officers of the Ministry. The communities were selected based on a previous Ministerial outreach by the Minister of Amerindian Affairs, Pauline Sukhai and team from the Ministry and Hinterland Coordinator, Harry Persuad Nokta.&lt;br /&gt;&lt;br /&gt;The hampers included a quantity of red beans, rice, sugar, farine and cooking oil. The Programme has been aided by local agencies and 15 Volunteer Services Overseas volunteers specialized in business and agricultural fields. &lt;br /&gt;&lt;br /&gt;They have been training 12 local Amerindian volunteers who are tasked with disseminating information to the farmers. The Minister highlighted that the expansion of the project will see the development of a core national volunteer component. &lt;br /&gt;&lt;br /&gt;She emphasized that the economic aspect of these villages will improve because of the components of the programme and the training from volunteers. &lt;br /&gt;&lt;br /&gt;Minister Sukhai noted that in Region one the farmers have learnt to diversify their crops. They have begun passion fruit farming of which there is available market and the monies gained from it will enable their sustainability. &lt;br /&gt;&lt;br /&gt;Honey enterprising is also another venture in progress with 600 honey hives under construction. Separate elections were held for office bearers under the new Amerindian Act. Among the issues discussed during the meeting were advancing titling of land and demarcation of titled communities. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;Land titling&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The Ministry has also worked tirelessly to push landownership. While three communities received titles this year, there are 11 others that have not and these will be aggressively pursued next year. Minister Sukhai explained that the Ministry receives $50M each year for the demarcation process, but on an average only three to four communities are demarcated per year. She also pointed out that the Ministry has not completed the demarcation process for the 96 communities but that it is working to ensure that Amerindians are aware of what they have so that they can successfully manage it.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Enhancing economic viability - National Secure Livelihood Programme &lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Enhancing the economic viability and sustainability of Amerindian communities has been on the front burner of the Ministry and under the National Hinterland Secure Livelihood Programme many communities have been boosted. &lt;br /&gt;&lt;br /&gt;The programme which was launched in June after being given approval by the Cabinet and resources from the consolidated fund to support the activities has seen 15 communities in Region One (Barima/Waini) benefitting.&lt;br /&gt;&lt;br /&gt;These communities are provided with specialized skills locally from partnering agencies and also from technical specialized skills from the international partner VSO Guyana in the areas of aquaculture, agriculture in pest control and extension work, business development, marketing and finance and technology. &lt;br /&gt;&lt;br /&gt;The Minister noted that at no time in the history of Region One was there such a core group of specialized highly trained personnel to provide the type of support, that the Amerindians can now access.&lt;br /&gt;&lt;br /&gt;The Minister pointed out that Government provided $88M for the programme of which $79M has already been invested in current projects. This project will see the involvement of more than seven communities. Ginger, one of the key products in Region One, will also be produced.&lt;br /&gt;&lt;br /&gt;There is a new dimension to the programme which will see farmers switching from peanut to organic pineapple production. Farmers are expected to commence cultivation by June 2010 and the Ministry has already entered into discussions with AMCAR to extend its bottling facility to facilitate farmers in that area. &lt;br /&gt;&lt;br /&gt;The Ministry’s marketing personnel have already made progress in accessing markets for passion fruits and some large companies have committed to purchasing the fruits for their juice production. &lt;br /&gt;&lt;br /&gt;Meanwhile, the Ministry has also formalized the national volunteer programme within the National Hinterland Secure Livelihood Programme which currently involves 12 volunteers who are working alongside international and local specialists to assist the communities. Minister Sukhai is hopeful that as the programme expands it will be able to attract more volunteers to lend support to the village livelihood projects that will come on stream.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Presidential Grants &lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Under the Presidential grant, which provides core financial incentive and support to developing economic and productive projects in Amerindian communities, approximately 139 of them have been benefiting. In 2009, this number was augmented by 20.&lt;br /&gt;&lt;br /&gt;The President provided $160M for the programme which now allows communities to receive grants which they will expend on community projects that were approved during discussions at the community level. However, the Ministry has insisted that there is strong sustainability in the projects embarked on and a team from the Ministry focuses on monitoring and evaluating the programme to identify whether the grant is making a positive impact or there are loose ends that need to be addressed.&lt;br /&gt;&lt;br /&gt;The Ministry expended 95 percent of its budgetary allocations for 2009 and concluded outreaches to over 60 communities across the country, compiling the list of needs from the communities which will help to enhance the lives of residents there.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Low Carbon Development Strategy (LCDS)&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The Ministry has played an integral role in crafting the Low Carbon Development Strategy (LCDS) since it has assisted the Climate Change Unit at the Office of the President in facilitating and managing consultations on the Strategy. &lt;br /&gt;&lt;br /&gt;Minister Sukhai noted that the Ministry was able to manage the discussions on the LCDS and respond to issues arising from the discussions during the awareness programme held in the administrative regions.&lt;br /&gt;&lt;br /&gt;Consultations were conducted in 222 communities, including those from the launching, and saw over 3,200 participants, a large number of which was derived from Amerindian and hinterland communities in Regions 1, 2, 7, 8, 9 and 10.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://4.bp.blogspot.com/_dmOHVt4W7Sw/S3TuZP6FGnI/AAAAAAAAAA0/9eljvCwkxu0/s1600-h/maba.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="267" src="http://4.bp.blogspot.com/_dmOHVt4W7Sw/S3TuZP6FGnI/AAAAAAAAAA0/9eljvCwkxu0/s400/maba.jpg" width="400" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;div style="text-align: center;"&gt;&lt;span style="font-size: x-small;"&gt;&lt;i&gt;&lt;b&gt;Residents of Region One at a LCDS consultation at Mabaruma.&lt;/b&gt;&lt;/i&gt;&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;b&gt;Other support &lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Additionally, the Minister noted that $4M worth of food supplies has been sent to areas in the Deep South, Rupununi in collaboration with the Ministry of Agriculture to assist communities which have been hardest hit by the prevailing El Nino like conditions. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;Projections for 2010&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Minister Sukhai noted that the Ministry will embark on a more expansive approach to the National Hinterland Secure Livelihood Programme which will begin with addressing the potential of the South Pakaraimas. This will see Karasabai and the six satellite communities coming on board. &lt;br /&gt;&lt;br /&gt;“We will of course during the year advance that programme to other areas, most likely to the North Pakaraimas and possibly to the South Rupununi. So within that context of expansion we will see the development of our core national volunteer component coming to bear on that programme and we will see communities being responsive to the support which we will have to attract to address their economic activities which they want to pursue,” Minister Sukhai said. &lt;br /&gt;&lt;br /&gt;The land demarcation process, the Minister said, will continue with strengthened focus to include a broader list of communities which will fall under the process. This process takes time, and the Minister noted that work will continue to ensure that every area is demarcated. &lt;br /&gt;&lt;br /&gt;The Ministry, in 2010, will be investing more efforts to providing improved services to those seeking assistance from the Ministry including support with procuring birth certificates.
